AP 02 - Training, Information and Consultation

Introduction

The Company will ensure that all operatives are competent to carry out their duties without risk to themselves or others. This is achieved through a combination of appropriate Skills, Knowledge, Experience and Behaviours, backed by the appropriate support and supervision.

We have produced a Training Policy outlining the minimum standard of training that we will endeavour to comply with, for all levels of personnel within the company. The following procedures have been established to ensure that we provide the relevant information and training to all personnel with regard to health, safety and the environment.

Competence within the Company is defined in accordance with BS 8670-1:2024 as the integration of Skills, Knowledge, Experience and Behaviours (SKEB). Training, information and consultation arrangements are designed to support and verify competence across all roles.

Competence will be assessed through a combination of:

  • Qualifications and certification (e.g. CSCS/CPCS/NVQ) verified at Induction
  • Site Supervisor assessment and behavioural observations
  • Review of relevant experience and past performance
  • Ongoing monitoring through inspections, audits and non-conformance management

Induction Training

Head office Inductions - All persons starting work with the company at the Head office will receive a Company Induction carried out by the Department Head using form HSF 101.  ​​​​​​​

Site Inductions - All persons working on Site whether they are new starter, already employed, moving from a different site or Agency worker are required to complete a Company Induction HSF 101 carried out by the senior person on site, normally the Project Manager or nominated Site Manager / Foreman.

Company Induction

When a person starts with the company, they will receive a Company Induction HSF 101, by completing this form we will ensure that the people receiving the induction have:

  • Seen, read and understood the Company’s Policy Statements.

  • Seen and read the Organisation and Responsibilities section OR 01 of the policy that is applicable to their trade.

  • Seen, read and understood the Health & Safety Management System - Arrangements and Procedures.

  • Been given site-specific information detailing the location of the emergency equipment and welfare facilities.

  • Provided evidence of the current training records

All sections of the form must be fully completed. Failure to do so will prevent the wages department from initiating payment.  Once the form has been fully completed and signed, then the following procedure is to be followed:-

  • All completed induction forms and supporting documents to be scanned to Site Team – 01 Health and Safety\Site Inductions

    • The original completed form HSF 101.

    • Colour copy of proof of identity either passport or photocard drivers licence.

    • Colour copy of Competency Cards and Training Certificates (front and back of each document on one page).

  • Once all the above has been completed the original hard copy can be destroyed.

Company inductions on site

All persons arriving on site whether they are new starter, already employed and has a works/payroll No. or is an Agency worker, are required to complete an Induction Form HSF 101.

When the Company are Principal Contractor on site, will ensure that all persons (including those employed by subcontractors or working on behalf of the client) working on the site receive a specific Site Induction BEFORE they start work. Inductions will include information relevant to the Building Safety Act, including duty holder responsibilities, change control processes, and the requirement to communicate safety-critical information to support the Golden Thread.

Using the form HSF 101, the senior person on site, normally the Project Manager or nominated Site Manager / Foreman will ensure that the person receiving the induction is briefed on the criteria laid out in the form. This will ensure that they have:

  • Seen, read and understood Method Statements and Risk Assessments that are applicable to the works that are be carried out.

  • Been informed of the site layout, pedestrian access routes, site-specific hazards and the site emergency procedures.

  • Been given site-specific information detailing the location of the emergency equipment and welfare facilities.

  • Been advised of the PPE requirements of the Company

  • and being given sufficient information to allow them to work safely.

     

Temporary visitors to site may not be required to attend the Site Induction as a site safety briefing will suffice. However, in these circumstances these individuals will be accompanied on site at all times by a competent person. Remember, even if a person only intends to carry out work for a short period, i.e. 1 hour, then that person may not be deemed as a visitor and must receive a Site Induction.

Once the form has been fully completed and signed, then the following procedure is to be followed:- 

  • All completed induction forms and supporting documents to be scanned to Site Team – 01 Health and Safety\Site Inductions
     

  • A scanned copy of the form and supporting documents must be sent to Head Office – Labour Department by email labour@coinford.co.uk.

  • Hard copy can then be destroyed.

  • All training records will be uploaded to the TMS training database, enabling reports to be produced to monitor expiry dates and ensure refresher training is completed before expiry.

     

Lost cards

If an operative has lost or misplaced their CSCS card, they can use the MyCSCS or CSCS Smart Check app to verify they hold a valid card. If using the app, a screengrab or photo of the check must be printed and attached to the site induction form. The operative will be given 4 weeks to apply for a new replacement physical card. We urge everyone to hold a physical card and not rely on the CSCS apps. This is because several of our clients have policies that require the card to be on the person at all times.

No previous CSCS card

If an operative has not previously held a CSCS card and is applying for a CSCS card for the first time, the minimum standards required for entry onto site are:

 

  • Evidence of CITB H&S touch screen test pass certificate.

  • Attendance of level 1 Construction H&S course.

  • Evidence of application for a CSCS card.

 

If all 3 are available, the operative can be inducted, and a 28-day reminder will be set up on TMS to check the operative has received their card. Failure to produce a card after 28 days could result in removal from site.

Office Staff

All staff working at the head office must receive a Company Induction. The Head of the Department for which they will be working will give the induction. A record of this induction will be recorded on the Form HSF 101 and will include all of the criteria detailed in the form.

Visitors to the office will not require an induction; however, they will need to be escorted at all times by the person that they are visiting.

Specific Training

The Health and Safety Director, in conjunction with the Directors will review the training policy and produce a training plan. Where a need for training is identified, the respective department manager will notify the Health and Safety Training Manager or the Directors. External training will only be provided by recognised and approved training providers. All training in addition to that of the training program must be approved by a Director.

Toolbox Talks

All personnel will be required to attend a toolbox talk briefing at least once every week. The toolbox talk should be given by the Site Manager or Supervisor in charge of the works and should be on a subject relevant to their operations. Coinford reserve the right for a Manager to attend these briefings to ensure that they are being carried out effectively. All attendance sheets should be copied to the Site Manager upon completion. Copies of the signed TBT attendance sheet are then stored within the project Teams channel.

​​​​​​​The company also mandates 2 compulsory TBT topics to be given each calendar month. This will help ensure all topics are covered routinely throughout every year. A mandatory TBT schedule will be issued to all sites to enable them to see the mandatory topics for each month.

Toolbox Talks will include interactive engagement to confirm understanding (e.g. questioning, demonstrations). Supervisors must ensure that information has been understood and can be applied in practice.

1.Training Policy

It is the intention of the Company that all operatives achieve a level of training that will allow them to carry out their work in a safe manner and conduct themselves with an acceptable level of competency. As a guide to the level of training that is required for all levels of staff, the Company have agreed the following competency levels as the minimum requirement, these are detailed in Training Policy P02.

When employing new staff, we will endeavour to employ staff that has already met our minimum requirements. However, for those who are employed that do not meet the standard, we will ensure that they receive appropriate training to allow them to commence work and ensure that they meet the required level upon completion of any probationary periods.  The Training Policy P 02 is located in Section 1 of the policy document and the training plan and records are located in Folder 06. 2.Consultation

The Company will give the opportunity to their employees to give Health and Safety advice on any aspects of the work being undertaken. Initially at induction training, employees will be given the opportunity to give advice and their views on Health and Safety. The same opportunity will be given when ‘tool box’ talks are being undertaken. Any comments and advice given by the employee to their Supervisor or Manager can be recorded on page 1 of the Tool Box Talk attendance form HSF 201.

Employees and all other workers are encouraged at any time to put their views on Health, Safety and Welfare to any member of management so as to improve and maintain high standards and reduce the risk of accidents and incidents. When formal training sessions are undertaken attendees will be given the opportunity of giving their views and these will be recorded and submitted by the trainer to the Company for consideration.

Where sub-contractors are employed, a pre-start meeting will be held and aspects of Health, Safety and Welfare discussed. Progress meetings will be held weekly on site and Health and Safety will always be minuted as item 1 on the agenda.

Management will monitor the above to ensure that the requirements of the Health and Safety (Consultation with Employees) Regulations and the Management of Health and Safety at Work Regulation are complied with.

Health and Safety Review Meetings

Health and Safety review will form part of the SMM meetings and act as the central forum for monitoring operational performance, including workforce competence and future training requirements.. This will act as the central point of focus and review for operational issues within the Company. Feedback on the competency of the labour including any future requirements will be reviewed and detailed within the SMM.

The review meetings will address the following issues as a minimum:

  • Items of Note

  • Items of concern

  • Accidents

  • Monitoring

  • Enforcement Activities

 

The Company recognises that competence is dynamic and must be maintained. Ongoing competence will be reviewed in response to changes in work activities, legislation, technology, or following incidents, near misses or audit findings.
